New Mexico has transitioned to a tiered red-to-green system that allows counties to reopen based on county numbers rather than state numbers. As of December 1, 32 of 33 counties are level red.
Oregon has transitioned to a county-based reopening plan. As of December 2, 25 counties are red, 5 are orange, 2 are yellow and 4 are green.
Rhode Island has paused its reopening efforts and has issued a stay at home advisory from 10pm-5am Sunday through Thursday, and 10:30pm-5am Friday and Saturday.
14-day travel quarantines are still required in Connecticut, D.C., New Hampshire, New Jersey, New Mexico, New York, Rhode Island and Vermont.
Hawaii and Pennsylvania require negative COVID-19 tests within 72 hours of traveling to the state.
South Carolina issued a face mask requirements in state offices and restaurants.
